Guidelines

  • Please complete this form and submit to BCIC staff an hour before a scheduled Board Meeting. Late submittals will not be accepted.
  • Materials such as handouts, flyers or memos must be submitted to staff for the distribution to the Board.
  • PowerPoint presentations are not authorized.
  • Please either:
    • For In-Person Comments: Please approach to the podium when your name is recognized by the Chair. State your name and address for the record, then proceed with your comments.
    • For Virtual/Online Comments: Please ensure that your microphone is working. When your name is recognized by the Chair, state your name and address for the record, then proceed with your comments.
  • Comments are limited to 3 minutes. Please abide by the allotted time.
  • Please address the Board and not one specific member. All comments must relate to the issue you list below.
  • The Board is not required to respond to comments.

Public Comment Period

  • Non-Agenda Items: Kindly submit a “Public Comment Form” stating the BCIC business or policy you wish to speak to before the start of the scheduled meeting time with BCIC staff. Forms are not reserved for anyone nor may time be deferred to anyone. PowerPoint presentations may not be accommodated. This period is limited to five (5) speakers with a time limit of three (3) minutes per speaker.
  • Agenda Items: Kindly submit a “Public Comment Form” stating which item(s) on the agenda you wish to speak to before the start of the scheduled meeting time with BCIC staff. Speakers will be allowed to address the Board on the agenda item before it is to be considered. The speaker is limited to three (3) minutes.
  • Time Limits: The Board shall have the discretion to modify its regulations regarding time limits on public comment if necessary. For example, the time limit may be shortened to accommodate a lengthy agenda or it could be lengthened to allow additional time for discussion on a complicated matter or if there is a need for an interpreter.

Note: Board Meetings are recorded live and your comments may become part of the permanent public record.
